Calculation of ISO TS 14816 ProviderId

Provided here for convenince, please refer to authoritative sources in ISO TS 14816.

ProviderId is used by the IVI messages and in the SSP in certificates for signing IVI messages. It is 24 bits defined by a ASN.1 type encoded in U/PER.

CountryCode are two letter codes (Alpha-2 code) from ISO 3166. The ITA 2 5-bit character set is explained in Wikipedia. ProviderIdentifier are unique within a country and typically managed by a national authority.
