Calculate IVI Provider Id ProviderId is used by the IVI messages and in the SSP for certificates for signing IVI messages. It is 24 bits defined by a ASN.1 type encoded in U/PER.

CountryCode are two letter codes (Alpha-2 code) from ISO 3166. The ITA 2 5-bit character set is explained in Wikipedia. ProviderIdentifier are unique within a country and typically managed by a national authority.
